Liu Qingzhong

Liu Qingzhong joined LOC in the Qingdao office in February 2009 as a marine consultant following a seagoing career.

He started his shipping career in 1989 after graduating from the Navigation Department of Shanghai Maritime University. During his nearly 20 years at sea, he served on a general cargo ship, container ships and bulk carriers in the role of Assistant Office, Third Office, Second Office, and Chief Mate to Captain. During the years 1996 – 2001, he was transferred ashore to the head office for six years as ISM Promoting Officer to develop and implement a Safety Management System (SMS) for the company’s fleet. He was then promoted to Director of Safety Management Department. In 2004, he returned to sea and served on Container ships, Bulk Carriers and other kinds of cargo vessels as Captain on the route between Asia, Africa and America. 

He joined London Offshore Consultants Qingdao, China, in February 2009 as a Marine Consultant. He has attended marine casualties and surveys on behalf of P&I Clubs, Admiralty Lawyers, Owners and Insurance interests, including damage, condition/suitability/on and off-hire surveys and pre-purchase inspections.

He joined ABL at the Tianjin office in July 2021 as Master Mariner. Marine Warranty Surveyor on numerous offshore projects, approving offshore operations on behalf of underwriters and providing marine advice to oil companies, constructors and installation contractors.
